What is the side seam length on an empire waist dress?
Does the length begin from the underarm seam to the end of the dress, or does it begin from the empire waist down to the bottom hem of the dress?

If it's from the underarm it'll be too short for me, but if it's measured from the empire waist it'll be almost the perfect length.
it depends upon the person in which the dress is being made for, but you should measure down from wear the waist will begin. you should leave a bit of extra to because it should be sewn on 3/8 inch on the side seam and wear top and bottom half of the garment meet and however much hem length you want.
